Este documento resume el impacto que se estima tendrá en las finanzas del Estado de
Honduras, la mayor participación del Gobierno en las aportaciones de los fondos de
pensiones, generado por las reformas a la Ley del IPM en el 2006 y recientemente en el
2011 a la Ley del INPREMA, que han dado lugar a mayor gasto estatal. El IPM es una
institución orientada a brindar beneficios a los afiliados de las fuerzas armadas, la
policía y el cuerpo de bomberos, y el INPREMA a los educadores del país.
En los últimos años el Gobierno de Honduras se ha enfrentado a difíciles situaciones
económicas, con un panorama más complejo debido a la reducción del ingreso e
incremento de la Deuda Interna; y cada día se vislumbra mayores dificultades, en vista
a la insolvencia del Estado, aún para el pago de los salarios de los empleados públicos.
Por otra parte y más sombrío es la incertidumbre de la capacidad futura del Gobierno
para afrontar sus obligaciones financieras y por su constante falta de liquidez
presupuestaria.
En el capítulo IV de esta investigación, Aplicabilidad, se presentan alternativas que el
Gobierno debe considerar para incrementar y/o disminuir su gasto, a fin de contar con
los recursos necesarios para cumplir con su compromiso con los institutos de
pensiones.
TThis document summarizes the Honduras national finances impact due to the government’s further contributions in the state plans, for instance, the increased state expenditure generated by the 2006 IPM reform law and the recent INPREMA´s reform law in 2011. IPM is an institution dedicated to offer financial and retirement benefits to affiliates from the arm, police and firefighter forces, and INPREMA to the school educator’s work force. In the last couple of years the Honduras government had to face a very difficult economic situation which now looks more complicated due to the government´s fur ther raise of his internal debt; as per example, he’s every day more struggling difficulty of being able to pay the monthly wages to all government employees. Furthermore and more grimed, is the government´s increased uncertainty to pay his future financial obligations and his constant illiquidity to coup with his budgetary obligations. In Chapter IV, Applicability, presents alternatives for the government to increase or decrease expenditures in order to have viable resources to fulfill his financial commitments to the different institutions pension plans.
